The process of obtaining permits for renewable energy projects is notoriously slow. Due to climate change and the geopolitical situation, there is heavy pressure to develop new energy sources. According to the International Energy Agency, it can take up to a decade of documentation to get approval. The wind industry in Europe reports that for every wind project under construction, four fully financed projects are stuck in permitting. This bottleneck has prompted the UN Secretary-General to urge governments to fast-track approvals for solar and wind projects.
All over the world, environmental authorities are under pressure to bring down consent time for environmental permitting. Environmental Impact Assessments (EIAs) are essential for protecting natural resources, preventing pollution, and ensuring transparency for communities affected by energy projects. However, inefficient administration and outdated technology often delay projects crucial to climate action.
How cBrain Automates and Streamlines the Environmental Permitting Process with AI
The solution to streamlining and automating complex permitting processes began by establishing a standardized best-practice approach. While government permitting ensures safety, environmental compliance, and orderly development, it is often a time-consuming and complex process. Initially, there was skepticism about standardizing or automating permitting due to its complexities.
To address this, a method known as 'digital bureaucracy' was applied, which helped map the entire permitting process. This approach detailed each step, from application submission to final processing. A key factor was acknowledging "bureaucratic variance" which accommodates the unique needs of individual applications while maintaining a standardized framework.
The solution was implemented using F2 software, which allowed for configuring an end-to-end permitting process without extensive IT development, significantly speeding up delivery. This laid the groundwork not only for streamlining but also for future enhancements, such as automating tasks with AI technologies like Large Language Models (LLMs).
By organizing data and interactions within a unified system, the foundation was set for further optimization, where AI could be integrated to support tasks and responsibilities. This digitization effort improved efficiency and positioned the permitting process for further automation and innovation.
Sharing Best Practices for Digital Environmental Permitting
Permitting processes for renewable energy projects follow international standards, making it possible to replicate successful best practices across borders. Denmark’s public-private partnership model offers a proven blueprint for expedited permitting through digital solutions.

Our goal is to help governments worldwide streamline their permitting processes for the benefit of both the environment and climate action. Introducing the Multi-Agency Collaboration Hub
Oftentimes, digitalization projects are held back when cross-agency collaboration is needed. Denmark has rectified this by creating a collaboration portal where relevant stakeholders pre-register upcoming projects, track approval status across agencies, and identify any documentation or procedural roadblocks. This kind of transparency creates efficiency gains in the planning pipeline for transmission-grid expansions and avoids bottlenecks in particular phases of the approval process.
Environmental Impact Assessments and permitting can be handled efficiently through digital solutions, which can be deployed quickly. Agencies can efficiently achieve their climate objectives by designing transparent and collaborative multi-agency solutions.
AI-Assisted Environmental Permitting
In addition to digital collaboration tools, cBrain is exploring the use of artificial intelligence (AI) to further reduce permitting times. In Denmark, we are currently experimenting with AI to streamline Environmental Impact Assessments (EIAs), training models in a secure, compliant environment. This AI-driven approach aims to minimize the administrative burden, increase the quality of the work, and accelerate the approval process, ensuring that renewable energy projects can proceed without unnecessary delays.
