Challenge
In Denmark buildings account for 40% of the energy consumption. The Home Energy Audit System is instrumental in increased energy efficiency and has had a positive effect on spurring private investments in home and industrial energy efficiency .
The Home Energy Audit System in Denmark is based on a private corps of auditors, whose services are mandatory, when transferring ownership or leasing of real estate. The real estate agent request an energy-auditor to make a standardized assessment and classification of the property’s energy efficiency valid for 10 years. Furthermore, the audit recommends possibilities for increased energy efficiency. There are more than 500.000 valid and active assessments in Denmark.

Complaint and inspections
As such the system is privately based, but mandated by law. To ensure the quality end legitimacy of the system The Danish Energy Agency oversees the private auditors and handles complaints and enforcement.
Solution
The Energy Agency uses F2 to handle complaints from property owners about the quality of a specific home energy audit. The complaints process includes case management, technical assistance and decision on the complaint.
Furthermore, the platform also delivers a case flow for inspections. Every year the agency decides on a theme for the annual inspections (i.e. a specific type of buildings). The system organizes the inspections that initially are administrative and subsequently leads to the selection of cases to conduct physical inspections based on acceptance from the property owner.
Results
The primary goal of the solution is to manage the governance of the Home Energy Audit System with a high degree of resource efficiency for the Danish Energy Agency while at the same time ensuring a proper oversight of the quality of the assessments.
